We are looking for a strategic, driven, and results-oriented Proposal & Business Intelligence Manager to fuel our growth and win the contracts that define the future of cybersecurity. A proactive leader who will play a key part in shaping TDI’s five-year strategy, providing direct input into our growth trajectory and having a seat at the table with leadership. You’ll own the proposal process end to end—from identifying opportunities and gathering intel ahead of solicitations to crafting compelling responses and managing proposal execution. Shape our pipeline, forge relationships with government decision-makers, and ensure we are positioned to win before an RFP even drops.
RESPONSIBILITIES:

You’ll own the proposal process end to end—from identifying opportunities and gathering intel ahead of solicitations to crafting compelling responses and managing proposal execution. Shape our pipeline, forge relationships with government decision-makers, and ensure we are positioned to win before an RFP even drops.
RESPONSIBILITIES:
- Drive the proposal process by leading bid and proposal activities across multiple, concurrent pursuits—ranging from quick-turn RFIs to complex, large-scale RFPs. Own the strategy, execution, and quality of each submission.
- Conduct market and competitive intelligence by identify upcoming opportunities, track procurement trends, analyze agency buying behaviors, and provide early insight into future RFPs.
- Support account planning with business intelligence: gather and analyze market trends, agency budgets, procurement forecasts, and competitive landscapes to inform strategic account planning and drive targeted business development efforts.
- Build relationships with government customers: engage with contracting officers, program managers, and acquisition personnel before a solicitation is released—helping position TDI as a trusted partner.
- Develop compliant, compelling proposals: analyze solicitations, create compliance matrices, stand up proposal teams, manage color reviews, and drive high-quality content development aligned with the Shipley process.
- Craft clear, persuasive, and technically sound proposal narratives. When needed, you’ll step in as a proposal writer, especially for key or stretch opportunities.
- Manage proposal operations, establish schedules, coordinate resources, oversee content libraries, and enforce high-quality proposal production.
- Collaborate across teams by working closely with BD, capture, contracts, HR, program management, and technical teams to deliver winning proposals.
- Bachelor’s degree (English, Journalism, Business, or related field) OR 4+ years of directly relevant experience with 5+ years of experience in proposal writing and management within federal contracting (government and DoD experience preferred).
- Deep understanding of the Shipley proposal process and federal procurement cycles.
- Proven experience in business intelligence, capture support, or early-stage opportunity development.
- Ability to engage government customers and contracting officers to build relationships before solicitations are released.
- Strong writing, editing, and formatting skills, with MS Word mastery (including templates, styles, and version control).
- Ability to manage multiple high-stakes deadlines without sacrificing quality.
